Eligio Armstrong Monell's parents were Pedro Armstrong Bushby (1875 - 1928) and Ursula Monell Pinero de Armstrong (1871 - 1953). He had siblings Jacob Armstrong Monell and Esther Armstrong. In the 1930 federal census, Eligio was 18 and living in San Juan, Puerto Rico. He stated that he wasn't able to read and write. He was living with his grandmother Ana Bushly Vide De Armstrong (sic), age 74. Also in the household were Blasina Armstrong De Pino, Felipa Armstrong Y Bushly, Celdonia Armstron Y Bushly, Julia Armstrong Y Bushly, Jacobo Armstrong Y Monell, Esther Armstrong Y Monell, Luis Pino Y Armstrong, and Luis Pino. All of the residents were related to Ana - most were her children and grandchildren. Felipa, Celedonia, and Julia were teachers - Luis was a clerk. Eligio married Elvira Plard (or Plaid) Malave (1913 - 1998). On his World War Two draft registration card dated November 20, 1940, Eligio Armstrong was "black", age 28, and living in Santurce, Puerto Rico. He was working for the Department of Education in San Juan, Puerto Rico and his next of kin was his aunt, Sra. Felipa Armstrong. He was 5 feet, 10.5 inches, 155 pounds, and had black hair, black eyes and a light brown complexion.
