During Prohibition, bootlegging became a term meaning "concealing hip flasks of alcohol in the legs of boots". Evidently, that was a popular place to hide flasks! Well, this photo entitled "a pair of 'bootlegs' found in the office of Lincoln C. Andrews?" was a cute play on words.

It is a photo of Hattie Klawans, clerk in the office of the "Prohibition czar", wearing her new Russian boots. Almost 90 years later, this is a regular fashion - with or without the flask!
