It looks like a military base to me, so I'm guessing World War II. Possibly a wife/girlfriend with man, but looks old enough to be a mom. A slight resemblance to Bucky McGonagill but he didn't serve in the war. Maybe someone related to the McGonagills, like a Garrett or Brown or Lewis or Neatherlin? If any of the military details can be distinguished it might be helpful in identifying this couple.

The soldier appears to have a round patch on his left sleeve near the cuff. That could identify him as being an aviation cadet or civilian flight instructor.
