Maternal Great-Grandmother and her grandchildren

Description :
This photo is a picture of my great uncle, George Smith, on left, and probably his siblings. The old woman in the photo is either one of children's two grandmothers - either Emeline Williams or Almira Arnold (maiden name). Almira was born NY and was the wife of Jacob B. Smith. Emeline Williams, was born NY, was the mother of my great-grandmother, Maria Estelle Williams, who was also born in NY. Little else is known of her. Not sure where photo was taken, but possibly Rome, Oneida Co., NY, or else Sleightburg, Ulster Co. NY.
Mystery :
Can anyone positively identify the old lady in the photo?
