...the mystery is... just who are ALL these folks... ...and what exactly were their jobs...

I believe the Red River Ordnance Depot is/was located near Texarkana, TX. It was a munitions manufacturing plant, during World War II and afterwards. The United States Government operates it, probably employing Brown and Root to do certain jobs.
