1827 Birmingham Membership Card - William Lewis

Description :
Membership card belonging to William Lewis, but for what type of society is unknown. On the back of the card is a record of quarterly entries of 3 and 3/6, there is no entry for the last quarter of the year. Next to each payment is an oval cartouche hand stamp with the initials BFS.
Mystery :
Can anyone identify the institution portrayed in the picture? Does anyone know this William Lewis? He had a daughter named Harriet b. Feb 1820, she married John Robinson b. March 1810, and they emmigrated to Mississippi around 1840-41.
