Commander Flanders served in the Navy during World War I and saw service in Russia after the Armistice. After returning to the United States in the early 1920's, he continued an affiliation with the United States Naval Reserve during the 1920's and 1930's. His civilian occupation while in Carmel, California was primarily land development. There are several roads, lanes, ways, etc. in Carmel named Flanders. As the nation began mobilization prior to World War II, he returned to active duty in command of a small "fleet" of minesweepers. While preparing to assume minesweeping activities in anticipation of an invasion, he suffered a heart attack and died in September, 1944.
