1896 - In the year that Armand Babineau was born, on January 28th, the first ticket for speeding - called "furious driving" - was issued. Walter Arnold of Kent England was fined 1 shilling plus costs - for going 8 mph. The speed limit was 2 mph.

1933 - When he was 37 years old, Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

1936 - By the time he was 40 years old, on November 3rd, President Franklin Delano Roosevelt was reelected to a second term. He ran against Republican Governor Alf Landon (Kansas), defeating Landon in the popular vote by 60.8% to 36.5%. Vermont and Maine were the only two states in which Landon won. John Nance Garner IV became the Vice-President in this election.

1942 - He was 46 years old when on November 28th at 10:15p, a nightclub in Boston, the Cocoanut Grove, caught fire. The origins of the fire are unknown but it killed 492 people - the deadliest nightclub fire in U.S. history. Hundreds more were injured. The disaster was so shocking that it replaced World War II in the headlines and lead to reforms in safety standards and codes.

1972 - In the year of Armand Babineau's passing, on November 7th, Richard Nixon won re-election, amidst the dawning knowledge of the Watergate scandal, by 60.7% to anti-war candidate George McGovern's 37.5%.
