In 1881, in the year that Arthur Howe was born, on April 28th, Billy the Kid escaped from the Lincoln County Jail in New Mexico. He killed James Bell and Robert Ollinger in the escape and then stole a horse and rode out of town. On July 14th, Pat Garrett shot and killed Billy the Kid in Billy's friend's home near Fort Sumner, New Mexico.

In 1895, when he was only 14 years old, on March 15th, in County Tipperary, Ireland, Michael Cleary killed his wife of 8 years, Bridget, and burned her body. His defense was that his "wife" was a changeling that was left in his real wife's place when she was abducted by fairies. He was nonetheless convicted and imprisoned for manslaughter. He spent 15 years in prison.

In 1899, by the time he was 18 years old, on February 14th, the first voting machines were approved by Congress for use in federal elections. Several states were already using voting machines in their elections and the Federal government was finally convinced of their safety and accuracy.

In 1909, Arthur was 28 years old when the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1916, in the year of Arthur Howe's passing, suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.
