In 1921, in the year that Arthur Howe was born, the silent film The Sheik, directed by George Melford and starring Rudolph Valentino and Agnes Ayres (also featuring Adolphe Menjou) debuted on October 21st. Critics weren't enthusiastic but the public loved it - in the first few weeks 125,000 people had seen the movie - and it eventually exceeded $1 million in ticket sales. And Rudolph Valentino, an Italian American, became the heartthrob of a female generation.

In 1922, in the year of Arthur Howe's passing, the Lincoln Memorial was dedicated in Washington, D.C. on May 30th. More than 35,000 people attended the dedication including Lincoln's son, Robert Todd Lincoln, and many Union and Confederate veterans - although the audience was segregated. The Memorial took 10 years to complete.

In 1924, Arthur was only 3 years old when on January 21st, Vladimir Lenin, a leader of the Russian Revolution and the first leader of the Soviet Union died. He had survived two assassination attempts but had subsequent physical problems, suffering 3 strokes. He was in such great pain, it is said that he asked Stalin to poison him. The circumstances of his death are still disputed. He did oppose Stalin as the next leader - nonetheless, Stalin won a power struggle and ruled as a Soviet dictator until his death in 1953.

In 1929, by the time he was only 8 years old, on March 4th, Herbert Hoover became the 31st President of the United States. Early in his presidency, the October stock market crash - "Black Tuesday" - occurred, which lead to the Great Depression. None of his economic policies were able to make a dent in the Depression. This lead to one term and the election of Democrat Franklin D. Roosevelt winning the 1933 election in a landslide.

In 1934, at the age of just 13 years old, Arthur was alive when on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
