1921 - In the year that Arthur Oliver was born, hugely popular Roscoe "Fatty" Arbuckle, silent film star, was arrested for rape and manslaughter after an actress died following a party at his house. He was acquitted after three trials and the jury wrote a formal letter apologizing for the charges, but his career never recovered. His films were at first banned - the ban was lifted after a year - and he was mostly ostracized by the community. He died at 46..

1936 - Arthur was merely 15 years old when on November 3rd, President Franklin Delano Roosevelt was reelected to a second term. He ran against Republican Governor Alf Landon (Kansas), defeating Landon in the popular vote by 60.8% to 36.5%. Vermont and Maine were the only two states in which Landon won. John Nance Garner IV became the Vice-President in this election.

1949 - He was 28 years old when on January 25th, the first Emmy Awards (for television) were handed out in Los Angeles. Shirley Dinsdale won for the Most Outstanding Television Personality and Pantomime Quiz Time earned an Emmy for the Most Popular Television Program.

1965 - He was 44 years old when on March 8th, the first US combat troops arrived in Vietnam. The 3500 Marines joined 23,000 "advisors" already in South Vietnam. By the end of the year, 190,000 American soldiers were in the country.

1969 - He was 48 years old when one hundred countries, along with the United States and the Soviet Union signed the nuclear nonproliferation treaty (NPT). It called for stopping the spread of nuclear weapons, the peaceful use of nuclear energy, and the goal of nuclear disarmament.
