In 1917, in the year that Basil Ernest Brock was born, Dutch exotic dancer Mata Hari was convicted and executed as a German spy. Since Mata Hari, born Margaretha Geertruida "Margreet" MacLeod, was a citizen of the Netherlands (which remained neutral in World War 1), she could travel freely in Europe. Her travels (and her romantic entanglements) raised suspicion and she was arrested by the French and found guilty. There is still controversy about her guilt although her name has become synonymous with a seductive female spy.

In 1921, he was just 4 years old when on March 4, Warren G. Harding became President. Previously a U.S. Senator, Lieutenant Governor, and Ohio State Senator, Harding was a popular President. But many scandals plagued his short administration (he died in office after 2 and a half years), including the revelations of one of his mistresses and the Teapot Dome scandal. Historically, Harding is rated as one of the worst Presidents.

In 1923, he was only 6 years old when the Teapot Dome scandal became the subject of an investigation by Senator Walsh and severely damaged the reputation of the Harding administration. Secretary of the Interior Albert Bacon Fall was convicted of accepting bribes from oil companies and became the first Cabinet member to go to prison. At the time, the Teapot Dome scandal was seen as "greatest and most sensational scandal in the history of American politics".

In 1933, at the age of 16 years old, Basil was alive when the day after being inaugurated, the new President, Franklin Roosevelt, declared a four-day bank holiday to stop people from withdrawing their money from shaky banks (the bank run). Within 5 days of his administration, the Emergency Banking Act was passed - reorganizing banks and closing insolvent ones. In his first 100 days, he asked Congress to repeal Prohibition (which they did), signed the Tennessee Valley Authority Act, signed legislation that paid commodity farmers to leave their fields fallow, thus ending surpluses and boosting prices, signed a bill that gave workers the right to unionize and bargain collectively for higher wages and better working conditions as well as suspending some antitrust laws and establishing a federally funded Public Works Administration, and won passage of 12 other major laws that helped the economy.

In 1941, in the year of Basil Ernest Brock's passing, in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
