1913 - In the year that Carl Hughes was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1921 - By the time he was only 8 years old, on March 4, Warren G. Harding became President. Previously a U.S. Senator, Lieutenant Governor, and Ohio State Senator, Harding was a popular President. But many scandals plagued his short administration (he died in office after 2 and a half years), including the revelations of one of his mistresses and the Teapot Dome scandal. Historically, Harding is rated as one of the worst Presidents.

1960 - Carl was 47 years old when on September 26th, the first televised debate for a Presidential campaign in the United States - Kennedy vs Nixon - was held. Seventy million people watched the debate on TV. The debate pre-empted the very popular Andy Griffith Show.

1977 - When he was 64 years old, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.

1987 - In the year of Carl Hughes's passing, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
