Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1938 - He was 25 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1977 - When he was 64 years old, on May 25th, Star Wars premiered in theaters. Eventually, it became the highest-grossing film of all time - until E.T. surpassed it a few years later. It was an immediate hit with theatergoers.

1985 - By the time he was 72 years old, on March 7th, the song "We Are the World" was released as a charity effort to alleviate the African famine. The song was written by Michael Jackson and Lionel Richie, and produced by Quincy Jones. They were joined by 37 other famous singers in the recording studio and a phenomena had begun

1988 - In the year of Carl P Biava's passing, on December 21st, Pan Am Flight 103 exploded over Lockerbie Scotland. The explosion killed all 259 people on board and another 11 on the ground. The flight had left Heathrow Airport in London less than an hour before, on its way to New York. After an exhaustive (and long) investigation it came to be believed that two individuals from Libya had planted the bomb.
