1940 - In the year that Carlos L Fowler was born, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1941 - He was merely 1 year old when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

1958 - Carlos was 18 years old when on January 31st, Explorer I, the United States' answer to Sputnik I (and 2,) was launched. America had entered the Space Race. The first spacecraft to detect the Van Allen radiation belt, it remained in orbit until 1970.

1967 - When he was 27 years old, on October 2nd, Thurgood Marshall was sworn in as the first black US Supreme Court justice. Marshall was the great-grandson of a slave and graduated first in his class at Howard University Law School. His nomination to the Supreme Court was approved by the Senate, 69 to 11.

1984 - Carlos was 44 years old when on January 1, "Baby Bells" were created. AT&T had been the provider of telephone service (and equipment) in the United States. The company kept Western Electric, Bell Labs, and AT&T Long Distance. Seven new regional companies (the Baby Bells) covered local telephone service and were separately owned. AT&T lost 70% of its book value due to this move.
