1940 - In the year that Cecil Brown was born, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1966 - When he was 26 years old, on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

1985 - At the age of 45 years old, Cecil was alive when on March 7th, the song "We Are the World" was released as a charity effort to alleviate the African famine.
