Timeline

1935 - In the year that Cecil W Akins was born, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

1940 - At the age of just 5 years old, Cecil was alive when on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1972 - At the age of 37 years old, Cecil was alive when on September 5th, the Palestinian terrorist group Black September, with the assistance of German neo-nazis, kidnapped and killed 11 Israeli athletes at the Olympic Games in Munich. The attackers crept into the Olympic Village and abducted the athletes while they were sleeping. A German policeman was also killed.

1984 - When he was 49 years old, due to outrage about "Indiana Jones and the Temple of Doom" (it seemed too "dark" to many and it was rated PG), a new rating was devised - PG-13. The first film rated PG-13 was "Red Dawn".

1997 - By the time he was 62 years old, on July 1st, Hong Kong was returned to China. In 1898, Great Britain was awarded Hong Kong for 99 years. In a subsequent agreement, China agreed to allow Hong Kong to remain capitalist. So the handing over of the area ended British rule but did not change the economic system of Hong Kong.
