1913 - In the year that Celia Cohen was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1915 - She was only 2 years old when The Birth of a Nation opened in February. A silent film, it was the most ambitious film to date and is considered a classic. Three hours long, it starred Lillian Gish and was directed by D. W. Griffith. The movie was based on the book The Clansman and told the story of two families (one pro-Union and one pro-Confederate) and their relationship during the Civil War and Reconstruction. The KKK was shown as "a heroic force".

1918 - When she was only 5 years old, in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.

1940 - She was 27 years old when on July 27th, the cartoon character Bugs Bunny debuted in his first film A Wild Hare - voiced by Mel Blanc. He has since appeared in more short films, feature films, compilations, TV series, music records, comic books, video games, award shows, amusement park rides, and commercials than any other cartoon character. He even has a star on the Hollywood Walk of Fame. "What's up, Doc?"

1959 - At the age of 46 years old, Celia was alive when on January 3rd, Alaska became the 49th state of the United States and the first state not a part of the contiguous United States. The flag was changed to display 49 stars.
