1927 - In the year that Charles E Cook was born, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

1935 - When he was just 8 years old, the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

1946 - At the age of 19 years old, Charles was alive when pediatrician Dr. Benjamin Spock's book "The Common Sense Book of Baby and Child Care" was published. It sold half a million copies in the first six months. Aside from the Bible, it became the best selling book of the 20th century. A generation of Baby Boomers were raised by the advice of Dr. Spock.

1981 - By the time he was 54 years old, on January 20th, Ronald Reagan became the 40th President of the United States. He ran against the incumbent, Jimmy Carter, and won 50.7% of the popular vote to Carter's 41.0%.

1989 - Charles was 62 years old when on March 24th, the Exxon Valdez, an oil tanker, struck a reef in Alaska's Prince William Sound and oil began spilling out of the hold. The oil would eventually contaminate more than a thousand miles of coastline. It is estimated that over 10.8 million gallons of crude oil spilled into the Sound - killing 100,000 to 250,000 seabirds, over 2,800 sea otters, about 12 river otters, 300 harbor seals, 247 bald eagles, and 22 orcas - as well as an unknown number of salmon and herring.
