While noxious gases had been used since ancient times, this was the first use of poisonous gas - in this case, lethal chlorine gas - in modern war. Subsequently, the French and British - as well as the United States when they entered World War 1 - developed and used lethal gas in war.

1933 - By the time he was 18 years old, on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

1941 - At the age of 26 years old, Charles was alive when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

1948 - He was 33 years old when on January 30th, Mahatma Gandhi was assassinated in New Delhi by a member of a Hindu nationalist party who thought that Gandhi was too accommodating to Muslims. The man, Nathuram Godse, shot Gandhi 3 times. He died immediately. The shooter was tried, convicted, and hung in November 1949.

1985 - In the year of Charles Vincent's passing, in May, a paper published in Nature by three British scientists reported that a huge hole was discovered in the ozone layer over the Antarctic. It was much larger than expected and is due to the use of manmade chemicals.
