Timeline

1916 - In the year that Chester Bowen was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1918 - By the time he was just 2 years old, following European countries, Daylight Saving Time went into effect in the United States in March. It was an effort to conserve fuel needed to produce electric power. This was a war effort and proved unpopular so in most areas of the United States, Daylight Saving Time ended after World War I. It returned during World War II.

1943 - He was 27 years old when on March 31st, the Broadway musical Oklahoma! opened. Written by Richard Rodgers and Oscar Hammerstein II (the first of their string of successful collaborations), audiences loved it. The musical ran for 2,212 performances originally and was made into a movie in 1954.

1974 - He was 58 years old when on July 30th, the House Judiciary Committee adopted three articles of impeachment against President Nixon. He was charged with obstruction of justice, failure to uphold laws, and the refusal to produce material subpoenaed by the committee. In order to avoid impeachment, Richard M. Nixon announced that he would resign on August 8th, the first President to do so.

1976 - In the year of Chester Bowen's passing, on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."
