Timeline

1934 - In the year that Clarence Garner was born, on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

1944 - By the time he was just 10 years old, on November 7th, Franklin Delano Roosevelt was reelected to a fourth term as President of the United States. Running against Thomas Dewey, Governor of New York, Roosevelt won 53.4 of the popular vote, Dewey got 45.9%.

1971 - Clarence was 37 years old when on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.

1992 - When he was 58 years old, on April 29th, riots began in Los Angeles after the "Rodney King" verdict was issued. Four LAPD officers had been accused of using excessive force (assault) on African-American Rodney King, who had been stopped for drunk driving. The beating had been videotaped. Their acquittal sparked a 6 day riot in Los Angeles.

1996 - In the year of Clarence Garner's passing, on April 3rd, Theodore Kaczynski (nicknamed the Unabomber) was arrested. His mailed or hand-delivered bombs, sent between 1978 and 1995, killed three people and injured 23 others. Diagnosed as suffering from paranoid schizophrenia, Kaczynski is serving 8 life sentences without the possibility of parole.
