In 1917, in the year that Clarence M Barger was born, the U.S. Virgin Islands were purchased from Denmark in January. While they are U.S. citizens, Virgin Islanders are ineligible to vote for the President of the United States.

In 1935, by the time he was 18 years old, on September 8th, Louisiana Senator Huey Long was shot by Dr. Carl Weiss. Weiss was shot and killed immediately by Long's bodyguards - Long died two days later from his injuries. Long had received many death threats previously, as well as threats against his family. He was a powerful and controversial figure in Louisiana politics (and probably gained power through multiple criminal acts). His opponents became frustrated with their attempts to oust him and Dr. Weiss was the son-in-law of one of those opponents. His funeral was attended by 200,000 mourners.

In 1944, by the time he was 27 years old, on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.

In 1969, by the time he was 52 years old, one hundred countries, along with the United States and the Soviet Union signed the nuclear nonproliferation treaty (NPT). It called for stopping the spread of nuclear weapons, the peaceful use of nuclear energy, and the goal of nuclear disarmament.

In 1983, when he was 66 years old, on August 30th, the Soviet Union claimed that a South Korean Boeing 747 jetliner (Flight 007), bound for Seoul from New York City, had strayed into Soviet airspace. Saying that they believed it to be a U.S. spy plane, the passenger jet was shot down by a Soviet SU-15 fighter - after it had tracked the airliner for two hours. All 269 passengers (including a U.S. Representative from Georgia) and crew were killed.
