Timeline

1913 - In the year that Clarence Smith was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1917 - By the time he was merely 4 years old, Dutch exotic dancer Mata Hari was convicted and executed as a German spy. Since Mata Hari, born Margaretha Geertruida "Margreet" MacLeod, was a citizen of the Netherlands (which remained neutral in World War 1), she could travel freely in Europe. Her travels (and her romantic entanglements) raised suspicion and she was arrested by the French and found guilty. There is still controversy about her guilt although her name has become synonymous with a seductive female spy.

1950 - By the time he was 37 years old, in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.

1967 - Clarence was 54 years old when between June 5th and 10th, Israeli and Egypt, Jordan, and Syria fought what came to be called the "Six-Day War". The hostilities began when Israel launched "preemptive" strikes against Egypt, destroying nearly its entire air force. It ended with Israel occupying the Sinai Peninsula, Golan Heights, Gaza Strip and West Bank.

1971 - In the year of Clarence Smith's passing, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.
