Clifford Allan Waters died in 1982 in Richmond, Australia at age 83. He was born in 1899. He was born to Edward John Waters and Martha Waters.

In 1899, in the year that Clifford Allan Waters was born, on February 4th, the Philippine–American War began. The Philippines objected to the Treaty of Paris, signed in 1898, that transferred possession of the Philippines from Spain to the U.S. Filipinos began a fight for independence and fighting between U.S. forces and those of the Philippine Republic broke out. On June 2nd, the Philippines officially declared war on the United States.

In 1910, he was only 11 years old when Halley's comet, which returns past the earth every 75 - 76 years was observed photographically for the first time. Two fortuitous events occurred - photography had been invented since the last time the comet had passed and the comet was relatively close. There was panic because one astronomer claimed that the gas from its tail "would impregnate the atmosphere and possibly snuff out all life on the planet." People bought gas masks, "anti-comet pills" and "anti-comet umbrellas".

In 1927, he was 28 years old when in September, the Columbia Broadcasting System (later called CBS) became the second national radio network in the U.S. The first broadcast was a presentation by the Howard Barlow Orchestra from radio station WOR in Newark, New Jersey.

In 1973, he was 74 years old when in October, Vice President Spiro Agnew resigned - President Nixon nominated Gerald Ford for Vice President. Nixon's tax returns came under investigation. Nixon offered the recently discovered Oval Office tapes be heard by one person and summarized - his offer was rejected by the Special Prosecutor. Nixon ordered the Attorney General, then the assistant Attorney General, to fire the Special Prosecutor. Both refused and were fired. The Solicitor General became the acting Attorney General and fired the Special Prosecutor (the Saturday Night Massacre). Nixon releases some of the tapes, under extreme pressure because of the firings.

In 1982, in the year of Clifford Allan Waters's passing, on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".
