In 1916, in the year that Clifford Waters was born, suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.

In 1945, he was 29 years old when on June 22nd, the Battle of Okinawa ended. A joint Army and Marine campaign, supported by the Navy, the Battle of Okinawa went on for 82 days. The last Japanese resistance on Okinawa was defeated. 4,907 Navy, 4,675 Army, and 2,938 Marine Corps personnel were killed in the battle on the US side. It is estimated that 110,071 on the Japanese side were killed - the estimate includes Okinawan citizens who were pressed into service and includes children. With the win of Okinawa, the United States gained an important base of operations in the Pacific.

In 1957, he was 41 years old when on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

In 1971, he was 55 years old when on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.

In 1982, in the year of Clifford Waters's passing, on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".
