Timeline

1908 - In the year that David B Cooley was born, President Theodore Roosevelt held the White House Conservation Conference, which lead to the establishment of the National Conservation Commission. Preparing the first inventory of the United State's natural resources, the commission was divided into four parts: water, forests, lands, and minerals.

1913 - At the age of only 5 years old, David was alive when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1923 - By the time he was only 15 years old, on August 2nd, Calvin Coolidge was sworn in as the 30th President of the United States due to the sudden death of Warren G. Harding. After the scandals of the Harding presidency, Coolidge restored public confidence and was very popular. He won the Presidential election in 1924 but declined to run again in 1928.

1936 - When he was 28 years old, on November 3rd, President Franklin Delano Roosevelt was reelected to a second term. He ran against Republican Governor Alf Landon (Kansas), defeating Landon in the popular vote by 60.8% to 36.5%. Vermont and Maine were the only two states in which Landon won. John Nance Garner IV became the Vice-President in this election.

1973 - In the year of David B Cooley's passing, on January 28th, the Paris Peace Accord was signed - supposedly ending the Vietnam War. Hostilities continued between North and South Vietnam and the U.S. continued to bomb. But by August 15, 1973, 95% of American troops had left Vietnam. The war ended in 1975 with the fall of Saigon.
