In 1916, in the year that David Foster was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1925, David was merely 9 years old when in July, the Scopes Trial - often called the Scopes Monkey Trial - took place, prosecuting a substitute teacher for teaching evolution in school. Tennessee had enacted a law that said it was "unlawful to teach human evolution in any state-funded school". William Jennings Bryan headed the prosecution and Clarence Darrow headed the defense. The teacher was found guilty and fined $100. An appeal to the Supreme Court of Tennessee upheld the law but overturned the guilty verdict.

In 1926, at the age of only 10 years old, David was alive when on October 31st, Harry Houdini died in Michigan. Houdini was the most famed magician of his time and perhaps of all time, especially for his acts involving escapes - from handcuffs, straitjackets, chains, ropes slung from skyscrapers, and more. He was president of the Society of American Magicians and stringently upheld professional ethics. He died of complications from a ruptured appendix. Although he had received a blow to the area a couple of days previously, the connection between the blow and his appendicitis is disputed.

In 1936, he was 20 years old when on November 2nd, the British Broadcasting Corporation (BBC) debuted the world's first regular high-definition television service. The channel had a short schedule - Monday through Saturday, 3:00p to 4:00p and 9:00p to 10:00p. The first broadcast was "Opening of the BBC Television Service".

In 1944, in the year of David Foster's passing, on November 7th, Franklin Delano Roosevelt was reelected to a fourth term as President of the United States. Running against Thomas Dewey, Governor of New York, Roosevelt won 53.4 of the popular vote, Dewey got 45.9%.
