In 1902, in the year that David R Foster was born, the Bureau of the Census was established. This was the government department that was a boon to family historians - it, even now, is responsible for taking the census and provides demographic information and analyses about the population of the United States.

In 1916, when he was just 14 years old, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1929, when he was 27 years old, the St. Valentine's Day Massacre happened on February 14th. In Chicago, seven men from the North Side Irish gang were gunned down by Al Capone's South Side Italian gang at the garage at 2122 North Clark Street. Al Capone was making a successful move to take over Chicago's organized crime. But the St. Valentine's Day massacre also resulted in a public outcry against all gangsters.

In 1931, at the age of 29 years old, David was alive when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1942, in the year of David R Foster's passing, on February 19th, President Roosevelt signed Executive Order 9066. This authorized the Secretary of War to "prescribe certain areas as military zones." On March 21st, he signed Public Law 503 which was approved after an hour discussion in the Senate and 30 minutes in the House. The Law provided for enforcement of his Executive Order. This cleared the way for approximately 120,000 men, women, and children of Japanese ancestry to be evicted from the West Coast and to be held in concentration camps and other confinement sites across the country. In Hawaii, a few thousand were detained. German and Italian Americans in the U.S. were also confined.
