1899 - In the year that Dona Wiggans was born, on February 4th, the Philippine–American War began. The Philippines objected to the Treaty of Paris, signed in 1898, that transferred possession of the Philippines from Spain to the U.S. Filipinos began a fight for independence and fighting between U.S. forces and those of the Philippine Republic broke out. On June 2nd, the Philippines officially declared war on the United States.
1910 - When she was just 11 years old, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
1933 - Dona was 34 years old when Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.
1938 - By the time she was 39 years old, on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.
1971 - In the year of Dona Wiggans's passing, on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.
