In 1913, in the year that Donald Alfred Lucas was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1922, by the time he was just 9 years old, from October 22nd - 29th, 3,000 men of Benito Mussolini's National Fascist Party marched on Rome. (Mussolini waited in Milan, he did not participate in the March.) The day after the March Mussolini went to Rome and the King of Italy handed over power to Mussolini, in part because he was supported by the military, the business class, and the right-wing factions of Italy.

In 1927, by the time he was only 14 years old, in September, the Columbia Broadcasting System (later called CBS) became the second national radio network in the U.S. The first broadcast was a presentation by the Howard Barlow Orchestra from radio station WOR in Newark, New Jersey.

In 1928, Donald was only 15 years old when aviatrix Amelia Earhart, age 31, became the first woman to fly solo across North America and back in August. In June, she had been part of a 3 man crew that flew the Atlantic Ocean but since she had no instrument training, she couldn't fly the plane - she kept the flight log. The North American flight became one of her many "firsts" as a female pilot.

In 1929, in the year of Donald Alfred Lucas's passing, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".
