In 1921, in the year that Dwain Cupp was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1936, when he was just 15 years old, on November 2nd, the British Broadcasting Corporation (BBC) debuted the world's first regular high-definition television service. The channel had a short schedule - Monday through Saturday, 3:00p to 4:00p and 9:00p to 10:00p. The first broadcast was "Opening of the BBC Television Service".

In 1940, when he was 19 years old, in July, Billboard published its first Music Popularity Chart. Top recordings of the year were Tommy Dorsey's "I'll Never Smile Again" (vocal Frank Sinatra) - 12 weeks at the top, Bing Crosby's "Only Forever" - 9 weeks at the top, and Artie Shaw's "Frenesi" - 12 weeks at the top.

In 1953, he was 32 years old when on January 20th, Dwight D. Eisenhower became the 34th President of the United States. Formerly the 1st Supreme Allied Commander Europe in World War II, Eisenhower had never previously held a political office.

In 1967, in the year of Dwain Cupp's passing, on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".
