Timeline

1913 - In the year that Earl Evans was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1922 - At the age of only 9 years old, Earl was alive when on James Joyce's 40th birthday, his book Ulysses was published in France. The book covers the experiences of an Irishman in Dublin on an ordinary day, 16 June 1904. Now considered a classic, it was controversial at the time. Due to some sexual content, the book was banned in the U.S. during the 1920's and the U.S. Post Office destroyed 500 copies of the novel.

1940 - By the time he was 27 years old, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1976 - Earl was 63 years old when on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

1977 - In the year of Earl Evans's passing, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.
