Timeline

1913 - In the year that Eleanor B Seemann was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1917 - Eleanor was merely 4 years old when in April, the U.S. entered World War I, declaring war against Germany. President Wilson had previously declared neutrality in the war - a position supported by the majority of Americans - but after Germany declared that they would sink all ships trading with Great Britain and sunk U.S. ships, public opinion began to change. Then the Lusitania was sunk, killing 1,201 - including 128 Americans - and more U.S. ships were sunk. The U.S. could stand aside no longer.

1929 - At the age of 16 years old, Eleanor was alive when on October 29th (Black Tuesday), the stock market crashed in the United States. Billions of dollars were lost and some investors committed suicide as a result, having lost their fortunes. This ushered in the 12 year, worldwide Great Depression.

1983 - When she was 70 years old, "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.

1998 - At the age of 85 years old, Eleanor was alive when on December 19th, the House of Representatives initiated impeachment charges against U.S. President Bill Clinton. He was subsequently acquitted of these charges by the Senate on February 12th.
