Timeline

1913 - In the year that Elton Hodges was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1941 - He was 28 years old when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

1943 - At the age of 30 years old, Elton was alive when on September 3rd, the Armistice of Cassibile was signed in Sicily. Under the terms of the Armistice, Italy surrendered to the Allied Powers. After the Armistice was made public on September 8th, Germany attacked and occupied Italy. It took 20 months of fighting for the Allies to reach the northern borders of Italy.

1976 - When he was 63 years old, on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

1982 - In the year of Elton Hodges's passing, on September 14th, Princess Grace of Monaco (American actress Grace Kelly), 52, died of injuries when her car plunged off a mountain road. Her 17 year old daughter, Stephanie, was also in the car and suffered serious injuries but recovered. It's believed that the accident was caused when Princess Grace, who was driving, had a mild stroke.
