Timeline

1913 - In the year that Emil Garner was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1914 - When he was merely 1 year old, in June, Archduke Franz Ferdinand of Austria was assassinated by a Yugoslavian national. Austria-Hungary delivered an ultimatum to Serbia. Other major powers took sides - and World War I began: Austria declared war on Serbia; Germany on Russia and France; Britain on Germany . . . and on it went until most of the world was embroiled in the war.

1920 - At the age of only 7 years old, Emil was alive when Italian born factory worker Nicola Sacco and fish peddler Bartolomeo Vanzetti were picked up by police on May 5th in connection with the April 15th murder and robbery of a guard and a paymaster at the Slater and Morrill Shoe Company in South Braintree, Mass. Although in later years they were thought to be innocent, they were anarchists and were convicted of the crime and put to death.

1931 - Emil was 18 years old when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

1982 - In the year of Emil Garner's passing, on September 14th, Princess Grace of Monaco (American actress Grace Kelly), 52, died of injuries when her car plunged off a mountain road. Her 17 year old daughter, Stephanie, was also in the car and suffered serious injuries but recovered. It's believed that the accident was caused when Princess Grace, who was driving, had a mild stroke.
