Timeline

1910 - In the year that Ethel E Garick was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

1913 - She was only 3 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1938 - Ethel was 28 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1947 - By the time she was 37 years old, on April 15th, Jackie Robinson joined the Brooklyn Dodgers, playing first base. He was the first black man to play in the Major Leagues. Since the 1880's, professional baseball had been segregated and blacks played in the "Negro leagues". He went on to play for 10 years.

1999 - In the year of Ethel E Garick's passing, the fear that Y2K (year 2000) would cause the failure of computers worldwide when clocks didn't properly update to January 1st, 2000 became near panic. While some computer systems and software did have problems, the panic was unfounded and computer life went on.
