In 1929, in the year that Federico C Rubio was born, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

In 1933, when he was just 4 years old, Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

In 1949, at the age of 20 years old, Federico was alive when comedian Milton Berle hosted the first telethon show. It raised $1,100,000 for cancer research and lasted 16 hours. The next day, newspapers, in writing about the event, first used the word "telethon."

In 1955, by the time he was 26 years old, in January, President Eisenhower sent direct aid to South Vietnam. In February, U.S. advisors were sent to train troops.

In 1997, at the age of 68 years old, Federico was alive when on August 31st, Princess Diana of Great Britain was killed when her car crashed into a pillar in the tunnel under the Pont de l'Alma bridge in Paris. The car she was riding in was trying to evade the paparazzi but it was also discovered later that the driver of the car, who was also killed, had three times the legal limit of alcohol which likely contributed to the accident.
