1916 - In the year that Frances A Atwood was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1954 - By the time she was 38 years old, on May 17th, the Supreme Court released a decision on Brown v. Board of Education of Topeka. The ruling stated that state laws establishing separate public schools for black and white students was unconstitutional thus paving the way for integration in schools.

1993 - When she was 77 years old, on January 20th, William J. Clinton became the 42nd President of the United States. He beat incumbent George H.W. Bush who was seeking his second term. Clinton won 43.01% of the popular vote to Bush's 37.45%. An independent candidate, Ross Perot, won 18.91% - the most votes for an independent candidate since Teddy Roosevelt's run for President in 1912.

1997 - At the age of 81 years old, Frances was alive when on August 31st, Princess Diana of Great Britain was killed when her car crashed into a pillar in the tunnel under the Pont de l'Alma bridge in Paris. The car she was riding in was trying to evade the paparazzi but it was also discovered later that the driver of the car, who was also killed, had three times the legal limit of alcohol which likely contributed to the accident.

1999 - She was 83 years old when on January 1st, the Euro became the new official single currency of the eurozone. It was used by Austria, Belgium, Cyprus, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Portugal, Slovakia, Slovenia, and Spain and has since spread in use. Daily, over 337 million Europeans use the euro.
