1921 - In the year that Frances Lucile Scott was born, hugely popular Roscoe "Fatty" Arbuckle, silent film star, was arrested for rape and manslaughter after an actress died following a party at his house. He was acquitted after three trials and the jury wrote a formal letter apologizing for the charges, but his career never recovered. His films were at first banned - the ban was lifted after a year - and he was mostly ostracized by the community. He died at 46..

1931 - By the time she was merely 10 years old, in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

1932 - She was just 11 years old when on February 27th, actress Elizabeth Taylor was born in London. Her parents were Americans living in London and when she was 7, the family moved to Los Angeles. Her first small part in a movie was in There's One Born Every Minute in 1942 but her first starring role was in National Velvet in 1944. She became as famous for her 8 marriages (to 7 people) as she was for her beauty and films.

1938 - When she was 17 years old, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1987 - At the age of 66 years old, Frances was alive when was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
