In 1805, he was only 11 years old when on March 4th, Thomas Jefferson was inaugurated as President of the United States for the second time. He won 72.8% of the popular vote.

In 1819, when he was 25 years old, on February 22nd, Spain ceded Florida to the United States. The United States agreed to give up any claims on Spanish Texas and pay Spain $5,000,000. Called the Adams–Onís Treaty of 1819, it lasted only 183 days - until Spain recognized the independence of Mexico.

In 1821, Francis was 27 years old when on March 5th, President James Monroe was sworn in for his second term. Because March 4th - the day that the inauguration was supposed to be held - was a Sunday, Monroe moved it to Monday, the 5th. Also, the swearing in was held indoors because of a snowstorm.

In 1839, at the age of 45 years old, Francis was alive when the "Night of the Big Wind" hit Ireland on January 6th. It was the most damaging cyclone to hit Ireland in 300 years. In North Dublin, around 20% to 25% of homes were damaged or destroyed, and 42 ships were wrecked. Winds hit over 115 miles per hour.

In 1847, in the year of Francis Howe's passing, on July 29th, Cumberland School of Law was opened in Lebanon Tennessee - the 11th oldest law school in the United States. As of the end of the year, the United States had 15 law schools.
