In 1903, in the year that Francis Morton Chapple was born, the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.

In 1918, Francis was just 15 years old when on November 11th, an armistice was signed between the Allies and Germany, ending the fighting on the Western Front in World War I. This meant a complete defeat of Germany although Germany never formally surrendered. It took another six months of negotiations to sign an actual peace treaty between the warring parties.

In 1934, when he was 31 years old, on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

In 1947, he was 44 years old when on April 15th, Jackie Robinson joined the Brooklyn Dodgers, playing first base. He was the first black man to play in the Major Leagues. Since the 1880's, professional baseball had been segregated and blacks played in the "Negro leagues". He went on to play for 10 years.

In 1950, in the year of Francis Morton Chapple's passing, on June 25th, the Korean War began when North Korean Communist forces crossed the 38th parallel. The Soviet Union and China backed North Korea and the U.N., primarily the United States backed South Korea.
