In 1899, in the year that Francis Walter Jones was born, on February 14th, the first voting machines were approved by Congress for use in federal elections. Several states were already using voting machines in their elections and the Federal government was finally convinced of their safety and accuracy.

In 1900, Francis was merely 1 year old when the German physicist Max Planck formulated an energy theory, postulating the existence of "quanta," which lays the groundwork for the quantum theory of modern physics. In December, he introduced a paper on the Planck postulate which stated that E=hv - the energy of a photon is proportional to its frequency times a constant. Planck won a Nobel Prize in 1918 for his work in theoretical Physics.

In 1904, Francis was merely 5 years old when the United States acquired the Panama Canal Zone. Now an unincorporated territory of the U.S., the Canal Zone had been previously held by the French, who were constructing a canal. The U.S. took over the construction of the Panama Canal and it was finally finished in 1914, when it was opened to commercial shipping. The United States held the Canal Zone until 1979.

In 1918, in the year of Francis Walter Jones's passing, following European countries, Daylight Saving Time went into effect in the United States in March. It was an effort to conserve fuel needed to produce electric power. This was a war effort and proved unpopular so in most areas of the United States, Daylight Saving Time ended after World War I. It returned during World War II.
