1890 - In the year that Frank Rice was born, on July 3rd, Idaho became the 43rd state in the United States. On July 10th, Wyoming became the 44th state.

1908 - When he was 18 years old, the Federal Bureau of Investigation was established as the domestic intelligence and security service of the United States; it simultaneously served as the nation's prime federal law enforcement agency. Stanley Finch was the first Chief (now called Director).

1934 - By the time he was 44 years old, on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

1964 - By the time he was 74 years old, in June, three young civil rights workers - Andrew Goodman and Mickey Schwerner from New York City, and James Chaney from Meridian, Mississippi - were kidnapped and murdered in Mississippi. Working with "Freedom Summer", they were registering African-Americans to vote in the Southern states. Their bodies were found two months later. Although it was discovered that the White Knights of the Ku Klux Klan, the Neshoba County Sheriff's Office and the Philadelphia, Mississippi Police Department were involved, only 7 men were convicted and served less than six years.

1972 - In the year of Frank Rice's passing, on June 17th, 5 men were arrested by police in an attempt to bug the Democratic National Committee headquarters in Washington D.C.’s Watergate hotel. The burglars were found to be paid by cash from a slush fund used by the Committee for the Re-Election of the President - the official organization of President Nixon's campaign.
