It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1922 - Fred was only 1 year old when on December 6th, the Irish Free State, a self-governing dominion of the British Empire, was officially proclaimed. While establishing some independence for the people of Ireland, it did not create a fully independent Ireland and the fighting continued.

1938 - By the time he was 17 years old, on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.

1960 - Fred was 39 years old when on September 26th, the first televised debate for a Presidential campaign in the United States - Kennedy vs Nixon - was held. Seventy million people watched the debate on TV. The debate pre-empted the very popular Andy Griffith Show.

1987 - In the year of Fred A Williams's passing, on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).
