George Arthur Payne passed away on July 9, 1940 at 37 years of age. He was buried in Norwich County Borough, Civilian War Dead. He was born c. 1903. We have no information about George's surviving family.

In 1903, in the year that George Arthur Payne was born, the book The Souls of Black Folk, written by W. E. B. Du Bois, was published. Containing several essays on the African-American experience in America, much of the book was based on Du Bois' own life. The book was one of the very early works in the science of sociology.

In 1916, at the age of just 13 years old, George was alive when suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.

In 1927, at the age of 24 years old, George was alive when the first "talkie" (a movie with music, songs, and talking), The Jazz Singer, was released. Al Jolson starred as a cantor's son who instead of following in his father's footsteps as expected, becomes a singer of popular songs. Banished by his father, they reconcile on his father's deathbed. It was a tear-jerker and audiences went wild - especially when they heard the songs. Thus begun the demise of silent films and the rise of "talkies".

In 1939, at the age of 36 years old, George was alive when on the 1st of September, Nazi Germany invaded Poland. On September 17th, the Soviet Union invaded Poland as well. Poland expected help from France and the United Kingdom, since they had a pact with both. But no help came. By October 6th, the Soviet Union and Nazi Germany held full control of the previously Polish lands. Eventually, the invasion of Poland lead to World War II.

In 1940, in the year of George Arthur Payne's passing, on July 27th, the cartoon character Bugs Bunny debuted in his first film A Wild Hare - voiced by Mel Blanc. He has since appeared in more short films, feature films, compilations, TV series, music records, comic books, video games, award shows, amusement park rides, and commercials than any other cartoon character. He even has a star on the Hollywood Walk of Fame. "What's up, Doc?"
