Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

The Act survived many Supreme Court challenges and the Administration continues until today.

1947 - At the age of 34 years old, George was alive when on April 15th, Jackie Robinson joined the Brooklyn Dodgers, playing first base. He was the first black man to play in the Major Leagues. Since the 1880's, professional baseball had been segregated and blacks played in the "Negro leagues". He went on to play for 10 years.

1964 - When he was 51 years old, on February 9th, the Beatles appeared on The Ed Sullivan Show. 73 million people watched - although the Beatles couldn't be heard because of the loud screaming of the female teenage audience.

1994 - In the year of George W Fraley's passing, on May 6th, former political prisoner, lawyer, and activist Nelson Mandela was elected the first black President of South Africa. He was 75 when he was elected and he served one five-year term.
