In 1882, in the year that Giuseppe Picelli was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1890, Giuseppe was only 8 years old when on June 1st, the U.S. Census Bureau started tabulating census returns with punch cards. Herman Hollerith's "tabulating machine" used punch cards to more quickly compute census information, taking the time to get census results from 8 years in 1880 to 6 years for the 1890 census. Hollerith's company eventually became IBM.

In 1895, he was only 13 years old when on September 3rd, in Latrobe, PA, the first professional football game was played. The game was between the Latrobe YMCA and the Jeannette Athletic Club. Latrobe won 12 - 0.

In 1907, in the year of Giuseppe Picelli's passing, the second Hague peace conference was called by Russia in the Netherlands. While nothing was settled regarding the matter of peace among nations, many resolutions were passed (and accepted by many nations) about the conventions of war - especially the protection of noncombatants.
