Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

VJ (Victory in Japan) Day was celebrated in the United States on August 14th and 15th. World War II was over.

1961 - He was 27 years old when on January 20th, John F. Kennedy became the 35th President of the United States. He had previously been a U.S. Senator and a Congressman, both from the state of Massachusetts, as well as a Naval lieutenant in World War II.

1987 - By the time he was 53 years old, on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).

1997 - In the year of Graham D Cox's passing, on August 31st, Princess Diana of Great Britain was killed when her car crashed into a pillar in the tunnel under the Pont de l'Alma bridge in Paris. The car she was riding in was trying to evade the paparazzi but it was also discovered later that the driver of the car, who was also killed, had three times the legal limit of alcohol which likely contributed to the accident.
