In 1913, in the year that H P Horton was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1945, by the time this person was 32 years old, on March 12th, a riot erupted at a Japanese internment camp in Santa Fe New Mexico. Two days earlier, white shirts with the Rising Sun on the back had been confiscated and the prisoners objected. Three leaders of the protest were removed and sent to another camp. Guards at the Santa Fe camp were armed with submachine guns, shotguns, and gun masks. On the morning of the 12th, prisoners began throwing rocks at the guards. When the "rioters" wouldn't disperse, the guards were ordered to use tear gas and batons. Four men were badly injured as a result.

In 1971, when this person was 58 years old, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

In 1983, this person was 70 years old when on August 30th, the Soviet Union claimed that a South Korean Boeing 747 jetliner (Flight 007), bound for Seoul from New York City, had strayed into Soviet airspace. Saying that they believed it to be a U.S. spy plane, the passenger jet was shot down by a Soviet SU-15 fighter - after it had tracked the airliner for two hours. All 269 passengers (including a U.S. Representative from Georgia) and crew were killed.

In 1991, in the year of H P Horton's passing, on December 25th, the Soviet Union flag was lowered and replaced by the Russian tricolor flag. It was the end of the Soviet Union. Mikhail Gorbachev resigned as President of the Soviet Union and Boris Yeltsin became President of the Russian Republic.
